[dune-pdelab] Hijacking preAssembly

Hi,

I am wondering whether it is possible/envisaged to let user code
precompute stuff globally before the residual is calculated (linear
system assembled).

In our case we might need to to work with more overlap/ghost layers
than the grid provides and we could use this method to communicate data about
and attached to the neighbors of the ghost/overlap cells.
