Yes.  It is not in my 4.3 implementation either (Debian).  It is still in 4.2.4, though:

value_type _M_instance[_Nm ? _Nm : 1] __attribute__((__aligned__));

I am strongly against reimplementing std stuff.  We simply cannot compete.
