Judging from other expericences, I think it is worth to have some ctype agnostic version regardless of compile-time issues.

Regarding the compile time and memory consumption, I still think we can move major parts to classic singleton classes, with less TMPs. This does not mean we can not apply the patch, only because it has the positive side effect to reduce the memory consumption as well.
