With autotools it worked out of the box, with CMake I had to hide
CMake policy CMP0019 because it was introduced in CMake 2.8.11 and
provoked a configure error. I committed the change and Doxygen works
with CMake, too. As expected I get an empty HTML index file.

That'd be great. Either here or in a blog post. And add an updated plan
for the second half.
