[Dune-devel] Announce 2.4.1 release

Looking at the different modules, I only found this problem for dune-common. All other
modules still distribute the old README (without MD) and COPYING.

On the other hand, the only thing really missing in the tarball is README. During installation,
the symbolic link from COPYING to LICENSE.md got converted into a full copy. So we do
ship a file with licensing information, we just miss the readme.

Rebuilding the tarballs feels icky, and on top there is still the problem of having to replace
the (cryptographically signed) release tag with another one. I would like to avoid that…

So I would either opt for a 2.4.1.1 (for all modules, just for clarity) or keep the missing README
in dune-common as a known issue and fix it in 2.4.2.
