Red Hat is really not a problem either way:
RHEL  7 is on GCC 4.8, that ship sailed long ago ;-)

On the other hand. you can get an officially supported GCC 5.3 through RHSCL if you
want. And you can get CMake 3.6.3 from the EPEL repository.
