Hi,


I also saw this a lot while activating accounts. The core modules page 
should be fine as it should be the entry point for any new user. If 
anyone still wants to create an account, which is less common than just 
fetching the modules, the "Sign in" button is still pretty visible in 
the top right corner of that page.
