[Dune-devel] Timeouts in CI

Dear Dune!
Recently I am plagued by timeouts in the CI tests. Especially in the 
core-modules-test and full-system-test (example dune-common!1567). This 
is annoying, as the tests take some time and then I have to come back, 
re-run them several times and hope to be lucky enough to get them pass. 
What can we do to make the experience more dev friendly?

Further, we have a bunch of Debian 11 tests. Can we officially retire 
support for Dune 2.11 and setup runners for Debian 13 instead? I assume 
changes to compiler and CMake requirements prior to the Dune 2.11 
release make no more sense.
