[Dune-devel] Update on Docker CI build system

Hi Simon,
thanks for taking care and investing so much time!

It scares me that setting up a simple™ build pipeline requires so much 
expert level knowledge. I have the same feeling with GitHub Actions and 
the stuff people do for my projects at work. I am not complaining, maybe 
it is just me getting older.
