[dune-pdelab] Release... to branch or not to branch

We still have some smaller bugfixes laying around here in Heidelberg. I’ll merge those
today, but after that, I think we can create the branch.

If there are no objections, I’d volunteer to create the branch and roll out an initial release candidate
tarball next Monday.
