I suggest that dunecontrol should first search for the dune.module and
afterwards try to find the module via pkg-config.
This means:

* search all modules in DUNE_CONTROL_PATH and mark these with
HAVE_{modulename}
* if modules_a depends on module_b check HAVE_MODULE_B
* if HAVE_MODULE_B is set use PATH_MODULE_B
* else ask pkg-config about module_b
  -> pkg-config module_b || ERROR
* if pkg-config known module_b as for libs and cflags and dependencies
* if pkg-config doesn't know module_b report the module missing error
