When I'm using UG with uniform refinement to produce ~250000 vertices, writing out takes only a few seconds. So it seem to be connected with adaptive refinement. 
Martin Weiser has seen something similar in different context.  There the begin() method of an iterator over an index set was slow on adaptive grids. Slow means, too slow to call once on every cell. But I don't know, if there is a connection.
