Sorry, I don't see your problem. The information you desire is available with 1 communication step: For each entity simply send your own rank. In the scatter method of the data handle you can then add this rank to a std::set.

Moreover, I am under the impression that you try to store the communication pattern. This can also be built up using a single communication step, too.
