[Dune] Don't upgrade pkg-config

Hi!

The Debian package of pkg-config, version 0.24-1 appears to break Dune.  I at
least get a complaint from autoconf about the forbidden string
PGK_CONFIG_LIBDIR in the generated configure script.  For more info see
