As far as I can see we use tar-pax (see dunecontrol).
You can also verify this using the file-command on the
tarball. The pax-archiver is part of posix and LSB.
By default it uses the ustar format that support long
file names. You can extract these file using the pax-tool

  pax -r -f file.tar

Gnu-tar also supports pax using 'tar --posix'.
