[Dune] [ISTL]: Is (HAVE_MPI && !HAVE_PARMETIS) a viable configuration?

Hi Markus,

Thanks a lot.  I can confirm that the build is fully functional in the HAVE_MPI && !HAVE_PARMETIS configuration as of dune-istl revision 1382.  Thanks for taking care of the issue.

I am sorry for breaking it. It should be fixed again in the current
version of the trunk.
