I have a patch. It changes the behavior such that doxygen-stuff doesn't get installed if doxygen is not found. This solves the problem mentioned above, but leaves us with the situation that doxygen files included in the tar balls don't get installed if doxygen is missing.

We might solve these problems, if we explicitly add a configure check to test if we a re working with a tarball and and then add Makefile switches for the tarball. But I don't want to discuss this in detail in this bug report. If you think such a behavior is necessary, we should fix this issue the easy way and open a feature request for the extra check.
