I don't think one needs to know perl for any part of an autotools-based build system.
I'm also pretty sure what the autotools generate will never require perl.
Shell is supposed to be the only dependency iirc (for the user).

What do you mean? The autotools do support out-of-tree builds(*). I actually have a single copy of the dune sources but two builddirs -- in one, my compiler is gcc, in the other it's clang. I have yet to hit a problem with that for which the build system is to blame.

(*) I think there's a problem with emacs lisp but I doubt anyone here cares about that.
