I included caching for the remaining low hanging fruits and got a configure speedup of another two seconds.
The only missing files are 
 fortran_overwrite
 dune_linkcxx
 mpi_config
 pardiso
which look a bit more tricky. Maybe they are not worth the effort. I ignored the acx_* and ax_* files because I assume they were copied from elsewhere.
