This does not happen for me (g++-4.1.2, i386).  I'm going to recheck with g++-4.4 in a minute.

Anyway, this is just the MonomLocalFiniteElement in disguise which is known to be unstable, so I'm inclined to simply make the test more permissive by increasing eps.
