I consider this a minor problem.  Yes, we want a solution in the long run, but since the current situation is the result of some other problem I think we should take our time to think a little bit more carefully about it.  After all, there is a simple workaround: "touch stamp-vc".  This only has to be done once after unpacking and people don't have to remember to run "dune-autogen" afterwards.  This means I'm against forcing this into 2.1.

As far as I remember, the problem solved by the current behaviour was that automatic detection of the autotools did not work properly on some machine.  This meant that people were unable to compile at all on that machine, because autotools were detected, but failed to work, and there was no way to turn them off.
