My personal favorite is (C). The problem, however, is that normals are actually part of the geometric realization of an entity and, hence, would belong onto the class geometry.
Potentially overdoing it, we could also introduce a gemetrical element boundary object for each face that provides the covariant outer normals. An intersection would naturally model parts of two element boundaries and it is conforming if and only if it coincides with both element boundaries, i.e., "geometryInInsideBoundary" and "geometryInOutsideBoundary" are the identity.
However, I also think that (B) is a good idea in any case, i.e., (B) might be worth implementing whatever we decide on the outer normal.
