We had the discussion about this several times. The essence is that the subentity() method of the reference elements does only enumerate the subsubentities of a subentity in the containing entity. It is not ment to provide the correct numbering. The later would require a proper orientation of all elements in the grid.

I doubt that it is possible to provide such an orientation for any grid (e.g. nonoriented, mixed element, manifold grids). Even if this would be possible it would be very restrictive to force every grid implementation to have such an orientation.
