[Dune] Some tests in dune-localfunctions are just built and never run

The purpose, as Andreas described it, isn't a test, thus it should not
be run during "make check", or it should be updated to actually report
errors without user-interaction. Otherwise I agree with Christoph, the
name test would be misleading.
