[Dune] location of m4 tests

I moved the ALGlib stuff to dune-geometry, thanks for the
hint. I could not test it because the ALGlib I downloaded
from their project page is not recognized by our alglib
test. Instead alglib4dune is searched. I have not found
this package anywhere and we do not have any documentation
as far as I know.

Can I safely move the SuperLU and BLAS test to ISTL? What
about my suggestion renaming of dune_tr1_headers.m4? to
cxx0x_array.m4?
