[Dune] New category for upgrade-related problems in flyspry

[Jö Fahlke]

I just made a new category Infrastructure->Server in flyspray.  If you find a
problem with the Dune's server, please use that -- the bug-reports are sent to
the server admins instead of the dune list, which generally can't do anything
about this type of problem.
