OK, it seems that the bug isn't that easy to reproduce, but I was able to find wome hints:

The problem is that
session.gc_probability is not set to '0' and thus the server is trying to remove old session data which is actually removed by a cron job. This atempt fails due to missing write permissions.
The problem occured, because some general configuration of the php5 package in debian changed the the old configuration was used without looking at the changes in the maintainers version.
I'll clean this up, but I would be happy if Joachim might have a look at any remaining "need-update" configuration files. Usually debian will have told you during upgrade and asked about what to do with this file. Although I don't like it too much... my time is better invested finishing my proposal than administrating conan.
