[Dune] Possible release notes for 2.1.1

Hi there,
find attached a proposal containing the changes in 2.1.1 on top of the 
changes in 2.1.
I did not know I have commit rights for the web site. Thanks for this 
level of trust. After we will have settled the release notes, I will 
move the release note files to a folder of it's own.
