Nobody seems to be interested in the possibly provided features provided by ALGlib. Therefor I propose to deprecate the support for it. If someone is interested he can improve the current situation and avert the complete drop after the next release. This should not affect a thinkable dune module containing both the ALGlib tests and the copied code for the library (under GPL).

If nobody objects I'll do it next week and write the ALBlib authors that we don't need his code donation because we lack of resources / interest to include it properly without license issues.
