I just activated registering again.

I changed the policy to be rather restrictive:
- Registering must be confirmed by the user using a registration key
  from an email.
- New users belong to group pending and cannot log in. (maybe we
  should change this?)
- Admins get notified of people registering and must activate the user
  by changing its group
