I do not have a fix, but I know where the problem from:

With the --enable-officialtarballs configure option dune-web gets deactivated in line 66 of dune-common/m4/dune_docu.m4. If I comment out that line, make doc and make dist work,

Unfortunately I do not know whether deactivating dune-web when building the tarballs is essenial for other modules. Maybe Christian has an idea?
