Just to give you an idea:  I propably would not follow any twitter messages.
I don't follow twitter currently, I would need to create an account, And that
would mean I would need to read their term&conditions.  It is easier for me to
simply call someone in Heidelberg and ask what the matter if the server is
down.  (I know that might be difficult for other poeple who do not remember
the Heidelberg phone numbers and don't have them written down either.  And the
Heidelberg guys will probably be annoyed if everyone does that.)

I _would_ hang out in a #dune irc channel.  Likewise some jabber equivalent.

Such a channel may be a good idea for reasons other than failing
infrastructure: much user support is best done interactively.

Another possibility would be for one or two people to get a daily copy of the
list members, in the event of infrastructure failure they can notify all list
members without using the list.  Probably not the best idea though, since that
will only be used in exceptional circumstances, und thus see little testing.
