[Dune] load balancing with dune-alugrid

Hi Martin,
you were pointing to the right direction. HAVE_METIS was never
added because it is never used in the core modules.
We can add it to dune-common as it seems to be a valid use case.
If you want, I can provide a patch.

Additionally, libdunealugrid needs the METIS flags. Then it works.
