[Dune] New possibility to use DUNE on Windows 10 Anniversary

Hi,

this was brought up /doug out by Andreas Lauser on the OPM github
instance and might be interesting to other DUNE users (the question
DUNE on Windows comes up from time to time). I am quoting: 

"also, on Windows 10 (after the Anniversary Update) it may be possible
to use the Ubuntu packages directly:

Somebody claimed that this actually works with DUNE/OPM.
