[Dune] Increased compiler requirements

Hi,
I just bumped the required CMake version to 3.1 in master. We might bump
it further to 3.5 for the Dune 2.6 release.
There is already Code in the Dune core modules, which require GCC 5. So
far we have heard no complains.
I'll update the recent changes page accordingly.
