[Dune] Installation of dune pdelab

Hi,

there previously was, but not anymore now. What I changed now that I 
used the opts file for building pdelab-tutorials as suggested in

https://gitlab.dune-project.org/dune-course/iwr-course-2019/blob/master/doc/exercise-workflow.pdf

Chapter 2. Also I used the new 2.7 release.
