[Dune] Gitlab downtime on July 27/28 and important info regarding registry

Dear Users,

the gitlab is back online. If you encounter any strange behavior you can
open an issue or leave a comment here:

https://gitlab.dune-project.org/infrastructure/issues0/-/issues/61

One important thing (explained in the issue): All activity on our gitlab
during 4am-9am on July 28 was lost (or more precisely: hard to
recover). I hope no one did anything important during this time.
