[Dune-devel] Adding extra CXXFLAGS upon calling make with the cmake buildsystem

Dear Dominic.
I haven't tested it so can't conform if it is working or not but it 
looks right
a feasible solution.
Why are you reluctant to include it in dune? Are their any side effects 
or does it influence
anything for people not defining ALLOW_EXTRA_CXXFLAGS?
