[Dune-devel] Increase required CMake version (#200)

Dear Dune,
with some initial thoughts regarding an improved build system for Dune
(dune-common #199), we want to increase the required CMake version.
Currently, we insist on CMake 3.1 but we eye 3.12 or 3.13. Please share
you thoughts, concerns, or anticipation. I hope to get some sort of
clearance from the core developers.
