[Dune-devel] Increase required CMake version (#200)

Hi,

Would mean that people on Ubuntu 18.04 (cmake 3.10) need to install a new version. Not a biggy, but a increased
threshold. On the other hand 20.04 is there and that should have 3.13 at least.

I guess there is no reason to hold back and just use 3.13.
