[dune-pdelab] Why are constraints in finiteelementmap/

Hi Steffen,
maybe I'll do that. The folder constraints/engines/ does not convince me. What about
moving the stuff from constraints/ to constraints/common and place all constraints
implementations to constraints/ ?
