[dune-pdelab] Release... to branch or not to branch

Hi Steffen,
I think it's a good idea to set the removed macros to the right variable
without a test. We cannot deprecate them, but with the variables still
available its easier to be backwards compatible.

For CMake it's enough to put it into config.h.cmake.
