The module directory is searched for a config.h.cmake file when the config.h file is generated in DuneMacros.cmake in dune-common. When no config.h.cmake file is found, the PACKAGE_* and DUNE_PDELAB_HOWTO_VERSION* defines are missing. The problem is solved for me, by simply adding the attached config.h.cmake file to the dune-pdelab-howto directory
