[dune-pdelab] Repositories and bug tracker have moved

Dear PDELab users and developers,

as we now have an official DUNE GitLab server at https://gitlab.dune-project.org, PDELab
has moved to that new home. You can find the repositories and bug tracker at

https://gitlab.dune-project.org/pdelab

Please do not push to the old repositories at conan2.iwr.uni-heidelberg.de anymore or use
the bug tracker over there.

Everybody who had an account at conan2.iwr.uni-heidelberg.de also has an identical account
at the new GitLab, so you can directly switch over.
