[Dune] Doxygen documentation with make install

Hi!

I'd suggest the following:

- Each package installs its own documentation separately,
   as proposed by Markus.  It also provides a Doxygen
   tag file, which allows other packages to link into its
   documentation.  Of course, it also links into the
   documentation of the packages it depends on.

- In Addition, dune-web creates an overall documentation for
   all the packages it was configured with (yes, I implicitly
   propose to autotoolize dune-web here) and installs it in
   a separate directory.
