- I have not seen an article containing C++ code in this journal yet.
- The time to print was years some time ago. Don't know if this has changed.

What I suggest is: We write the paper as planned (i.e. the journal does 
not influence the content). When it is ready I can have Uli Ruede (I 
think he is managing editor of SISC) have a look on it. If he thinks it 
fits, the we submit it to SIAM SISC, otherwise Computing would be an option.
