Since all the utilities in there work with tuples, I'd suggest something like
<tuple_utility.hh>.  Deprecating <utility.hh> itself may be a bit tricky, we
may want to put reimplemented stuff from C++0x's <utility> in there (only
declval() looks like a candidate, though, and its usefulness is limited
without proper C++0x).  So, as far as I am concerned, go ahead.
