Id Sets should be definitely persistent. That's for sure. 
Basically the persistence interface is the same as for adaptivity. This means that index sets (as we have them now) are not persistent. There is also a point in the discussion for the persistent container. That would be your friend in that situation. 

Another thing would be a capability (although not needed statically) could tell whether leaf and level index sets are persistent. For example in ALUGrid (for sure) and AlbertaGrid (I think so) this should be the case. I think such a flag is quite useful since no intermediate containers to read/write data would be necessary (because of ids).
