I don't agree that dune-common is enough, One should at least convert another module that depends on dune-common (istl or grid).

Concerning Blue Gene/P: At least in Jülich there is no cmake installed. It seems like there have been some serious issues: http://www.cmake.org/pipermail/cmake/2010-June/037658.html . While they are hopefully resolved, switching to Cmake would mean the user would need to compile it's own Cmake version. I am reluctant to do this.
