I didn't experience that on JUGENE at all. I was using a test account where the wall time is limited to half a hour and I could compute a speedup table up to 32000 procs without plroblems using dynamic linking. 
Maybe the problem is something else? 

I'm just wondering whether a change of build system is a good idea just before the release.
To me this feature seems advanced and thus anybody who wants to use this at all could also use the trunk.
